Actor Choi Hyun-wook has sparked controversy after a video surfaced of him smoking a cigarette on the street and disposing of the butt without permission.

Recently, an online community posted a video of a man believed to be Choi Hyun Wook with a group of women on the streets of Apgujeong Rodeo in Seoul. While holding hands with one of the women, Choi threw his cigarette butt on the pavement of Apgujeong Rodeo Street. Netizens pointed out that the area is not a smoking area and criticized the littering.

Currently, a fine of 50,000 won is imposed for littering cigarette butts regardless of the number of times. As the number of cigarette butt littering crackdowns has increased over the past nine years to an average of 71,197 per year, accounting for 64 percent of all littering crackdowns, the city is reportedly considering a plan to increase the fine according to the number of offenses, charging 100,000 won for the first offense, 150,000 won for the second, and 200,000 won for the third. The Seoul Metropolitan Government will propose to the Ministry of Environment to revise the criteria for imposing fines under Article 38.4 of the Enforcement Decree of the Waste Management Act.
