俳優のチェ・ヒョヌクが路上でタバコを吸い、吸い殻を勝手に処分する動画が公開され、物議を醸している。

最近、あるオンライン・コミュニティが、ソウルの狎鴎亭ロデオの路上で、チェ・ヒョンウクと思われる男性が女性たちと一緒にいる動画を投稿した。チェ・ヒョンウクは女性の一人と手をつないだまま、タバコの吸い殻を狎鴎亭ロデオ通りの歩道に投げ捨てた。ネットユーザーは、この地域が喫煙所ではないことを指摘し、ポイ捨てを批判した。

現在、吸い殻のポイ捨てには回数に関係なく5万ウォンの罰金が科せられる。吸い殻のポイ捨て取り締まり件数は過去9年間で年間平均7万1197件と増加し、ポイ捨て取り締まり件数全体の64％を占めることから、ソウル市は初犯10万ウォン、2回目15万ウォン、3回目20万ウォンと違反回数に応じて罰金を引き上げる案を検討しているという。ソウル市は、廃棄物処理法施行令第38条第4項に基づく罰金賦課基準の改正を環境部に提案する予定である。
